WFEC is a generation and transmission (G&T) cooperative that provides essential electric service to 21 member cooperatives, Altus Air Force Base, and other power users. These members are located primarily in Oklahoma and New Mexico, with some service territories extending into portions of Texas and Kansas. Now in its 75th year of operation, WFEC has six generating facilities, located at Mooreland, Anadarko and Hugo, OK, and Lovington, NM, with a total power capacity of more than 1,850 MW, including hydropower allocation and other contract power purchases. SUMMARY: To ensure stable and reliable operations of the Bulk Electric System (BES), it is the responsibility of the System Operator to take timely and appropriate real-time actions during normal operating conditions and emergency situations. These actions include, but are not limited to: shedding of firm load, callout of personnel, and directing the activity of such personnel. System personnel, including Line Technicians, Station Technicians, plant Shift Supervisors, plant Electricians and member cooperative employees will be subject to the authority of the System Operator for switching orders and for all maintenance activities for the transmission system. The incumbent works closely with and implements directives received from the Reliability Coordinator. The incumbent will control all of WFEC generation resources within the control area. The incumbent must be a NERC Certified System Operator (Reliability Coordinator Certification) and will be responsible for complying with NERC reliability standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Includes the following; other duties may be assigned. Exercises control over the entire electrical system utilizing analog and digital telemetry data. Operates remote equipment by supervisory control via CRT and computer interface to the remote station. Works with ACES to maximize the benefit of the SPP -Integrated Market for WFEC. Communicates frequently with ACES to ensure economic loading of generating plants to meet system demand. Provides required data to ACES (load/wind forecasts, generator operating parameters, etc.) on an hourly basis. Works closely with and implements directives received from the Reliability Coordinator. Provides switching orders, issues and establishes clearances for all maintenance activities for the transmission system, and ensures these details are communicated to the affected load serving entities. Works with member distribution cooperative personnel in reporting malfunctions and initiates corrective actions. Monitors alarms from the electrical system including; voltage levels, power flows, gas pressures, microwave, and supervisory equipment on a constant basis to ensure proper operation of equipment and reliable service conditions. Maintains a chronological log of the electrical system conditions, clearances, hot line orders, radio communications, breaker operations, and all other pertinent conditions. Assists in the preparation of hourly and daily energy accounting data; arranges with other utilities to correct inadvertent balances as required. Works closely with generation, transmission, and engineering departments to advise of conditions and correct deficiencies. Monitor and adhere to the requirements for Contingency Analysis. Run studies as required utilizing the State Estimator.

Education and Experience:

System Operator - ($76,013 - $119,143): Requires four years of experience in some phase of transmission system operations in generation, transmission, or electronics with a good understanding of relaying, system configuration, and equipment. Engineering or related technical education can be substituted for experience at a rate of one year of education for two years of experience. Technical courses in electricity and mathematics are desired. The job requires the ability to perform quick, calm actions in response to emergency situations.

Relief System Operator - ($68,918 - $106,893): Requires four years of experience in some phase of transmission system operations in generation, transmission, or electronics with a good understanding of relaying, system configuration, and equipment. Engineering or related technical education can be substituted for experience at a rate of one year of education for two years of experience. Technical courses in electricity and mathematics are desired. The job requires the ability to perform quick, calm actions in response to emergency situations.

Assistant System Operator - ($62,154 - $95,398): Requires four years of experience in some phase of system operations in generation, transmission, or electronics with a good understanding of relaying, system configuration, and equipment. Engineering or related technical education can be substituted for experience at a rate of one year of education for two years of experience. Technical courses in electricity and mathematics are desired. The job requires the ability to perform quick, calm actions in response to emergency situations.

Language Skills: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively to peers and outside contacts.

Math Skills: Ability to calculate figures and amounts such as proportions and percentages. Ability to apply concepts of basic algebra and geometry.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills: Ability to use a personal computer and to learn to apply standard software packages including Microsoft Office.

CERTIFICATES, LICENSES, REGISTRATIONS: Must be a NERC Certified System Operator (Reliability Coordinator Certification). Must retain certification with the required continuing education hours and all certifications specified by FERC, SPP, or ISO requirements. Must sign WFEC's Code of Conduct. Must have a valid driver's license.

WORK SCHEDULE REQUIREMENTS: Transmission System Operators work schedules will be on a rotating shift basis and will be subject to emergency call out.
